Shotwell Professor of Global Political Economy and Director of the Center on Global Economic Governance Over the last two decades Mexico has had an open trade regime, experienced macroeconomic stability, and made substantial progress in education. Why, then, have average workers? earnings stagnated and earnings for workers with more schooling have declined?
